The 2018 USAG class definition file shipped with v10.0.44 has a fault on line 2, which results in ‘Too many classes’ being reported when you try to import a file from the USAG online entry system
There is a simple fix here:

Put that into your C:\Users\Public\Documents\TScoreX\ClassDefns folder (replacing the one that is there – just right click in your browser and ‘save as’…), when you next create a new competition it should work ok.
